Who Pays for Home Health Care?
In most cases, services are 100% covered by Wisconsin Medicaid (ForwardHealth), the CLTS Waiver, or the EPSDT (HealthCheck) benefit. We also work with private insurance plans. Our intake team will review your specific coverage to ensure you maximize every benefit available to your child without out-of-pocket surprise costs.
Do I Have to Be in the Hospital to Apply?
No. While we often meet families during hospital discharge, many of our clients are already living at home. If your child has a complex medical condition and you are struggling to manage their care alone, you can apply for Private Duty Nursing or the Parent-as-Provider program right now.
What is the Difference Between "Personal Care" and "Private Duty Nursing"?

Private Duty Nursing (PDN) is for skilled medical tasks (like ventilator care, tracheostomy care, or complex feeding tubes) and requires a Registered Nurse (RN) or LPN.

Personal Care is for daily living support (like bathing, dressing, grooming, and mobility) and can often be provided by a trained Personal Care Worker (PCW) or a family member.

B&Y Health Care specializes in both, and many children receive a mix of both services.
Does My Income Disqualify My Child From These Programs?
Generally, no. In Wisconsin, many disability-related Medicaid programs (like the Katie Beckett Waiver or CLTS) look at the child’s income and assets, not the parents’. However, depending on your income level, there may be a small “Parental Payment” fee for the CLTS program. We can help you understand if this applies to you.
Can I Really Get Paid to Take Care of My Own Child?
Yes. Under Wisconsin’s “Personal Care” and “Personal Supports” options, legally responsible parents can be hired and paid to provide care that meets the “Extraordinary Care” standard—meaning care that goes significantly above and beyond what is typical for a child of that age.
Can I Work Another Job While Being a Paid Caregiver?
Yes, as long as your work hours do not overlap with the hours you are billing for care. However, many parents find that being a paid caregiver allows them to reduce their outside work hours or focus entirely on their child’s care.
Do I Need to Be a Certified Nurse to Be a Parent Provider?
No. For the Parent-as-Provider program (Personal Care), you do not need a nursing license. B&Y Health Care will provide the required training, background checks, and competency testing to employ you as a Personal Care Worker (PCW) for your child.
Can My Child Receive Nursing Services at School?
Yes. We believe education is vital! Our nurses can accompany your child to school, ride the bus with them, and provide all necessary medical cares (like suctioning or tube feedings) during the school day so they can focus on learning.
How Many Hours of Nursing Can We Get?
Hours are determined by “Medical Necessity.” For Private Duty Nursing, a physician generally must certify that your child requires 8 or more hours of skilled care per day. Our clinical team works with your doctor to document this need and submit the Prior Authorization (PA) request to the state.
What if The Nurse Scheduled Calls In Sick?
We know consistency is everything. B&Y Health Care maintains a “Rapid Response” list of backup nurses. While no agency can guarantee 100% coverage during a severe shortage, our “Family-First” policy means our clinical supervisors often step in to cover shifts personally when emergencies arise.
Can I Change Agencies If My Child Is Already Receiving Benefits?
Absolutely. You always have the right to choose your provider. If you feel your current agency isn’t meeting your needs—or if you want to switch to our Parent-as-Provider model—we handle the entire transfer process for you. We coordinate with your case manager to ensure there is zero gap in your child’s care during the switch.
What Happens When My Child Turns 18 or 21?
Turning 18 is a big milestone! In Wisconsin, your child will transition from pediatric waivers to adult programs like IRIS or Family Care. B&Y Health Care specializes in this transition. We help you navigate the new paperwork, switch nursing codes, and ensure your trusted care team stays in place as your child enters adulthood.
How Long Does It Take to Get Approved?
