What is the Parent-as-Provider Program?

In Wisconsin, the Children’s Long-Term Support (CLTS) Waiver Program and Medicaid Personal Care services allow for a legally responsible adult who lives with the child (such as a parent or legal guardian) to be hired, trained, and paid as a Caregiver through B&Y Healthcare.

Key Points for Wisconsin Families:

  • Scope of Services :
    This option applies specifically to Personal Supports and Personal Care. It does not cover skilled nursing or behavioral aide services provided by a parent for a minor child.

     


  • Extraordinary Care Requirement: For children under age 18, a parent can only be paid for care that exceeds normal parental responsibility for a child of a similar age (e.g., complex medical or mobility needs).

     


  • Employment Requirements: The family caregiver must meet all background check, training, and competency requirements and be employed through B&Y Healthcare.

     


  • Legal Representative Definition: A child’s legal representative is an individual with court-ordered authority to make medical decisions and consent to program services.

     


  • Parental Payment: Families with incomes above 330% of the Federal Poverty Level may have a “Parental Payment” or fee for participating in the CLTS program.
